TMS International, which provides outsourced industrial services to steel mills in North America, raised $146 million by offering 11.2 million shares at $13, below the range of $15 to $17. It had originally filed to offer 12.5 million shares. TMS International plans to list on the NYSE under the symbol TMS. BofA Merrill Lynch, Credit Suisse and J.P. Morgan acted as lead managers on the deal.
